At the UN headquarters in New York, [[China]], the Democratic People's Republic of Korea (DPRK), Mongolia, the Republic of Korea and the Russian Federation signed agreements to develop the Tumen River area on December 6, 1995. These were: the Agreement on the Establishment of the Consultative Commission for the Development of the Tumen River Economic Development Area and Northeast Asia and Memorandum of understanding on the Environment in the Tumen River Economic Development Area and Northeast Asia, signed by all five countries, and Agreement on the Establishment of the Tumen River Area Development Coordination Committee signed by China, DPRK and Russia. The three agreements marked the international cooperation in Tumen River area had entered a new stage.

The Secretariat of the consultative committee and coordination committee was established in [[Beijing]].
